国际域名(.com/.net/.org等归ICANN管辖的)转出受阻,受阻的原因需要符合ICANN的违规条件,比如注册商或袋里商百般刁难或故意拖延,或无正当理由索取高额转出费用的,你可以尝试通过ICANN投诉以寻求解决。
当然域名必须是你的,而且你也具有域名管理权,如果域名处于新注册不久或即将到期、到期状态,可能按照ICANN规定也是不允许转出的。
投诉之前,请再次确认:你有投诉注册商足够的证据,不要总抱着一句话说“IDC不给转出”,要像写诉状一样,要有理有据有节,要123说的清楚,你做了哪些努力,IDC有哪些潜在的违规行为等等,另外按照ICANN规定,对转出域名进行适当的收费是符合规定的。
二、ICANN投诉时间及投诉间隔
你的定力最少要准备2-3个月,视具体情况延期或提前。投诉间隔是最长不超过7天,最短不要小于2-3天。具体时间大家可以协调周末和ICANN的反应时间以及注册商工作时间决定。
三、ICANN投诉地址

附带一下以上表格的填写方法:
1、Your name 栏目填写您的名字
2、Your organization(if any)栏目填写组织机构,为可选填写
3、Your email address 栏目写上您的email地址,方便regestrar跟您联系
4、Your phone number(optional)栏目可选填写您的电话
5、Specific domain name 栏目写上您要投诉的域名,这里只能填写一个,因为提交时候会自动从数据库查询该域名的注册商regestrar.
6、Please select your issue 写上您将要投诉的问题类型,我们选Transfer Problems – Auth Codes Locked Domain Fraudulent Transfer Registrar Denied Transfer,表示是域名转移相关的问题。
7、下面的brief summary写上您的投诉事件简要描述即可。最好把问题写清楚简要。然后提交即可。
四、ICANN投诉邮件要求
从第二封开始,全部每封邮件的第一句都属上This is the xth ….(这是第几封投诉邮件)+(收集的证据,分段分行)+总结格式。全文最好不要少于50个单词,否则问题可能描述不清。无论如何一定要条理清晰,重点突出,切不可就一两句话,对人对己都不负责。对于注册商和袋里商一同投诉的邮件,一定都要写上并注明它们之间的关系,以投诉注册商为主,无需跟袋里商联系任何信息(除了最初的转出受阻沟通,之后无需再次联系)。通过ICANN投诉的邮件,ICANN是暂时不会看的,都是系统自动转发到注册商那儿处理,投诉邮件是英文的。
五、常见投诉问题
1、如果注册商一直不回复或采用通用回复模板有意拖延或转移焦点怎么办?
解决办法就是继续投诉,同时对于采用愚弄ICANN政策的注册商,您可以邮件回复,由于注册商回复的时候是抄送到complaint-followup@icann.org这个邮箱的,目的是“告诉ICANN,我正在处理该投诉”,如果你对注册商的回复不满意回复邮件时候,记得要同样抄送的complaint-followup@icann.org。这一点最重要,还有注意不要激动,更不能出现OHSHIT之类的词语,要有理有据有节。
注册商被投诉一段时间之后,逐渐会释放一些对你利的回复或证据,然后再次总结投诉邮件内容用言简意赅的描述继续投诉。一般来讲两个月内会有结果,如果毫无进展就继续投诉,当然前提是投诉的域名是您的,你投诉163.com肯定搞不定。后期的投诉的一定要不断的整理结合前面注册商的回复,会更有效果。
坚定您的意志,就当是考验自己定力和忍耐性的一次实习了。如果投诉期间,注册商转而求其次,比如适当减少费用等小恩小惠,可以继续投诉。
2、如果您的域名所有人信息不准确如何投诉?
解决办法还是投诉,步骤同上,唯一不同的是,请先提交域名信息不准确报告,要求注册商免费为你修改,地址如下:

首先填写上面表格,邮件地址要一定正确(且最好是你域名上管理人的邮件),然后提交后等待45天修改期限,然后在这45天里采用上文投诉。如果到了45天没有转移成功,那么请将所有的证据发往wdprs发给你的邮件地址。45天期限的邮件ICANN会回访并人工干预的。所以不需担心某些注册商跟你较上劲儿了。
请注意:提交过报告之后,按照流程应该会有一封由注册商转发的一封类似警告的通知邮件(不是上文的提交报告邮件),也有注册商视ICANN的通知为无物的,如果有通知邮件过来,请采用如下方式回复:尊敬的XXX,域名XXX原注册人由于拼写失误为XXX,实际应该为XXXX,请协助修改为谢!可能注册商这时候会跟你要一堆材料,如果是在合理的范围,就看你的个性了,要么就给他们,要么就是据理争论,继续投诉。
一般来讲,0过户费+0续费+0张表格+0快递+0个电话,可以转出成功,要到AUTHCODE(转移码),二般就不知道了。文中特别注意,一定要使用域名信息上管理人的邮箱地址填写报告或投诉,这样才能证明你是在管理该域名。
投诉的时候注意写清事实,
比如对方没有任何理由的拒绝你的转移请求(ICCAN绝对禁止这种做法)
比如对方要求你先交钱,再给转移(据说证据确凿会被罚20万美元)
另外,那些中国特色的资料,你可以要求email或者传真,如果对方一定要求你邮寄,也算是设置转移障碍,一样投诉到iccan
一般4天以后,会由被投诉的袋里商联系你

I decided to transfer my domain to GoDaddy for the better service and lower renew price.
But the agent(bXXcn.com and its agent xxxx.xx) dont provide the auth code to me. They ask me to renew the domain first which will cost me xx RMB and 60 days.
I think I’m the domain owner and I have the right of transfering my domain by free. But many domain agents in China (not only bXXcn.com)always set up many check points and collect fees to avoid customers transfering domain out of them.
Pls ask bXXcn.com send the auth code of xxx.xxx to it’s owner email and regulate the behavior of Chinese agents.

说句实话,我把域名从万网转出到Godaddy,到今天为止总共耗时2个多月,其间的经历可谓困难重重。
具体经过可见这篇帖子,在这里我就不重复了,需要强调的是大家到ICANN投诉如果一次不奏效千万别放弃,一定要坚持不懈的投诉下去,我建议间隔时间约2周一次。(我2个多月总共投诉4次,平均间隔时间差不多就是2周一次,这样可以免去万网的推诿,原因自己想!)
另外,还有一点需要说明的是,我从6月初就开始在ICANN投诉,间隔2周投诉一次,直到8月7日才收到万网的Auth code信。
但我8月8日去Godaddy转入依旧被万网拒绝,连续拒绝我2次!(注意,是收到了万网Auth code后又拒绝我两次),我第3次上Godaddy转入,本打算这次不成功我就又去ICANN投诉说它还锁我域名,没想到居然这次莫名其妙成功了,正在疑惑的时候,顺手又打开信箱看了看,发现一封ICANN来信。
原来俺这p民的域名由于多次投诉未果,使得ICANN置我域名为高度关注状态,万网不敢不放手了,这贱货!看看ICANN对我的回复吧:(注意正义使者信件中标明的Priority状态^.^)

This is a Domain Name Complaint letter about HiChina Registrar I send 3nd times. I’m the domain owner of xxxxxx, wanna transfer domains registrar from HiChina (HiChina Zhicheng Technology Limited, www.net.cn) to GoDaddy.com, Inc.
But after I submit information include photocopy of id card & passport and comfirm they recieved (by telephone). HICHINA refuse to processed the transfer, the reason is the application form is not completely. Actually I submit 2 times to meet their request.
